When a plugin won't load due to a missing dependency, the browser interface
still shows the plugin as installed.  I had a problem with "join"
depending on parameterized-trigger which depended on groovy.  I didn't have
groovy which caused p-t to fail to load which then caused join to fail
to load (according to the output from the server) but everything in the
plugin manager interface looked normal as if they had all worked.
