To reproduce, set up a job as shown in the screenshot, then make a change to any of those specified branches or tags.   In normal operations this should trigger the build, but we're not seeing that happen.

It works normally if all the branches to build are actually branches, and it works normally if there is just one tag.   This only seems to happen when the build is watching multiple tags (as opposed to branches).

I also reproduced this behavior on Hudson 3.1.1 in addition to 3.1.0
