This may also occur on other Windows releases but at least on Windows 8 if JDK8 is the default Java version the eclipse.exe launcher opens a "DOS box" seemingly calling java instead of javaw.

A combination of Windows 7 and Java 7 does not show the same behavior.

Can you tell us what happens with these combinations:
- Windows 7 + Java 8
- Windows 8 and Java 7
?

Tested this and it starts javaw correctly with JRE8 default and Kepler.

I'll also speak to Ben from the AdoptOpenJDK movement about it.
Mike (Milinkovich) also considered joining PR forces with Adopt* and LJC about regular surveys, so it may be in their interest to make Eclipse run properly on Java 8, too ;-)

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
