http://wiki.eclipse.org/Execution_Environments#Installing_Execution_Environment_Descriptions describes the execution environments. 

I tried to install them from http://download.eclipse.org/eclipse/updates/4.3 but they only seem available from http://download.eclipse.org/eclipse/updates/4.2.

My assumption is that they should also be available in Kepler.

@Stephan, try finding J2SE* on the Kepler side, also not available. See the screenshot in the wiki for the full names.

I agree the screenshot doesn't match the kepler repository, but looking at the description of "API Tools Execution Environment Descriptions" it says:

This feature provides API Tools Execution Environment Descriptions for the following environments:
JRE-1.1, J2SE-1.2, J2SE-1.3, J2SE-1.4, J2SE-1.5, JavaSE-1.6, JavaSE-1.7, CDC-1.0/Foundation-1.0, CDC-1.1/Foundation-1.1, 
OSGi/Minimum-1.0, OSGi/Minimum-1.1, OSGi/Minimum-1.2


BTW, I don't off-hand know who contributes this, it's not JDT/Core.
Judging by the bundle names its from PDE.

So let's just find the maintainers of the wiki page and assign this bug to them :)

I updated the wiki page.  In 4.3 the EE descriptions were moved into a single installable unit.  Installing it will install all of the descriptions, including J2SE*
