We've removed dependencies on libtomcrypt and libtommath, because we couldn't fully track back copyright holders. Some optional security features can't be implemented without it, though, so we should update a clean libtom* branch.

Note sure what you mean? Is this for providing an IP-clean maintenance-8 branch?
libtom* *cannot* be hosted on git.eclipse.org, it is not only a matter of not being allowed in a release.
