BUILD ID: TCF 1.1 (Kepler)

As the repositories are tagged for Kepler, they will be distributed to github, google code and potentially as a tarball. Some people might not immediately make a connection to the TCF homepage. Therefore it is a recommended best practice for any git repository to contain toplevel files

   README.md     # markdown syntax for github explaining the repo and project
   LICENSE       # explain licenses under which the repository is distributed
   CONTRIBUTING  # explain basic rules of engagement for contributing

These 3 files should be added to the root of both TCF git repositories for the Kepler TCF 1.1 release. See also the AC Recommendation:
