For our project, we need to be able to trigger selected downstream jobs
  * with parameters (similar to parametrized trigger plugin)
  * on a particular node or a label
  * on the same node as the current job
  * same concurrent jobs multiple times with different parameters, node 
  * conditionally, based on the environment

The above items should work simultaneously, so we can not use one plugin for one thing and another plugin for another.

That is to say, a job may have a set of downstream jobs each of which could be run multiple times conditionally with parameters on a particular node.
