We'll use this bug to track the SCA 2.3.1 release for Kepler. Stephane submitted the IP log; I have reviewed it and forwarded it to the IP Team for their review. Note that 2.3.1 designates a service release. No review is required for service releases.

Maybe say something about having an active community on the forums, or something about contributions and adoption. Further, please click the "API Certification" checkbox in the release record. I assume that the APIs are stable.
