Object Teams patch JDT/Core Bug (Eclipse Kepler)

I have Eclispe Kepler Release installed (M6). When I do 'check for updates', it notifies me that the install for Object Teams patch for "JDT/Core 2.2.0.201302031050" is not applicable to the current configuration and will not be installed.  This bug seems to be along the same lines as Bug#350133.

Here are the brief steps to reproduce the problem.

1) Download the Eclipse Kepler Release(Build 20130320-2352)from http://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/kepler/M6/eclipse-java-kepler-M6-win32.zip (I use Win32)
2) Run install and standard restart
3) Run 'check for updates'
4) All updates install.  Included in install Object Teams patch. Error Object Teams patch for "JDT/Core 2.2.0.201302031050" is not applicable to the current configuration and will not be installed.
