See bug 403486 for a special case of how different signature certifications can cause problems, in some circumstances, for "split packages" and "host-fragment" pairings. 

In an ideal world, there would be some releng tests we could provide that would alert us to the discrepancy before someone found it at runtime. 

This test would most like still be a "heuristic" and miss some cases (e.g. the case in bug 403486 would take a fairly deep "class by class" analysis. What I have in mind here is a more to catch the obvious cases ... such as where different bundles intentionally export the same package. 

As the "poor mans solution", guess we could also update the wiki to mention it as a special case to be on the look-out for.
