Must provide a "Getting Started" section with information to help adopters obtain and use the project output, and help developers obtain the code and configure their workspace (The EGit project's Contributor Guide is an excellent example). Should include one or more Team Project Sets or equivalent to make it easy for interested parties to load the code into a local workspace.

Add in the user section, the following:
 - how to checkout
 - how to build (already in the section)
 - tutor/samples & user guide link
 - API + Config link

Mostly done. May miss a clean "from scratch tutorial" from a user standpoint, but that'll be handled in a separate issue.
