JMEs thrown from JavaElement.getURLContents(String) should all have a cause and an element. Currently, some do have the cause but no element and the other way around.

Jay, please take a look. If this is a long standing issue and your plate is
full, suggest move it to 4.5

The fix is unlikely to be complicated, but could unsettle the existing tests. I would prefer to postpone to 4.5

Dani, let me know if this must be fixed for Luna.

4.5 is fine.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
