For automated experiments, we require a file "Population Count_x.csv" in the reference folder even though it's not currently used

It's there for historical reasons, we used to weight the error by population at one point (and the code to do this is till there, just disabled).

Either we should remove the requirement to have this file available, or we should use it and weight by population.
