1. Ensure your server is configured to send email, and also has the option
> orion.auth.user.creation.force.email=true
2. Create a new user account and provide an email address. 
3. Delete or lose the confirmation email.
4. At this point you're stuck: you can't log in because your account has emailConfirmed == false, and there is no way to confirm it. You'll need to ask the administrator to delete your account, and then register a new account.

It would be helpful if there was a way for a user to re-send the confirmation email.

How about we create a service to resend the confirmation email? We can  provide a link on the sign up page, where it says resend confirmation email and asks for the email id. We could check if the email id has been registered, and if it has then resend a new confirmation mail, if not give a warning that the email id has not been registered yet.
