1. Go to the editor page
2. Resize your browser window vertically so it shows only about 30 lines of code
3. Press Alt+Shift+? (Ctrl+Shift+? on Mac OS)
4. The key assist panel appears, but is truncated at the bottom of the window.

See also bug 405441. I think the list should take focus and the user should be able to traverse the items using the up/down arrow keys. This would be necessary  to scroll the list.

This is fixed in latest. See bug#364995.
