There is currently no mechanism to add / prevent the Observation mode being enabled for AUTs of a specific toolkit which do not have any support for observing test steps.

We should extend the toolkit provider extension point to allow toolkit specific enablement of the Observation mode.

The toolkit which is currently affected of this is e.g. HTML.
