From the very beginning the GMF-Tooling considered the GMF Runtime as the main runtime platform. 
Also some attempts had been made in the past to target pure-GEF runtime, at the time of GMFT 3.0 release pure-GEF implementation is very experimental and is not included into the released distribution. 

However, there are now better alternatives available, so in the Kepler release GMF-Tooling should consider providing the generation capabilities at least for Graphiti platform.
