The quick hierarchy (Ctrl+T) should work from the outline, too.

I find myself using Ctrl+T more and more, and really like it.  Not having it 
work from the Outline is a major usability limitation in my view.
The Outline and editor should work seamlessly together, with as few mode 
differences between them as possible.

Its not only the Outline. Ctrl+T should work in the packages explorer as well. 
Currently we don't have support for pop-up windows in view parts. The editor 
pop-up is highly coupled to the editor.

Martin, can you pleae comment on how difficult it is to add this feature to 
normal views as well. How much code do we have to copy from the editor. Would 
it make sense to have a view pop-up in the workbench.

All the infrastructure comes for ui.text. Seems to me that this is possible with
almost no code duplication. Having a quick look I think 'Closer' is the only
class that would have to be reimplemented. Kai?
