There are situations when a bundle you are deeloping depends on one of the VTS extension bundles. However, bundles under the VTS /repositories directory are not currently vissible from the VTS update site. In order to build such a bundle using Tycho, one is forced to roll their own p2 repository containing these bundles.  It would be useful to have such a repository generated by the the VTS build.
