The aim of the enhancement is to allow user to graphically reorder operations, attributes and operation on classifier. 
(mainly components ,classes and interfaces).

F.Y.I - This is a feature that users typically require of modeling tools.
It is especially important when integrating with existing/legacy code.

Reordering should also be possible for parameters. (equally important)

NOTE:
If reordering is done via Model Explorer it must be auto-reflected in diagrams.
