According to the help docs, the property name is "resolver.devMode"

But, from my experience in Orbit (see bug 379758), the correct name is 
resolution.devMode

I guess this is confusing because the OSGi counterpart is 

-Dosgi.resolverMode=development

Would have to check the code to confirm.

Searching online and bugzilla, it looks like resolution.devMode is the correct option.  Fixed in the doc.
