Improve plug-in debugging. Mistakes that a developer makes in the plug-in 
manifest file can cause a plug-in to fail to get its contributions integrated 
into the runtime workbench. PDE should provide plug-in developers better debug 
support for diagnosing why a plug-in is misbehaving.

The validation for plugin.xml/fragment.xml/manifest.mf and build.properties that PDE has introduced over the past three years ought to cover this time.
