There is in refactoring "Convert nested type to top level type" but not from top
level into nested type. If you move top level class into static inner class it
should be similar to moving into different package, except maybe for file names
issue.

Good third party opportunity as soon as refactoring is fully API. No action 
planned for 3.0.

May I propose to reopen this? This refactoring would be very useful since nested classes are a good language feature to increase cohesion.

Yes, I can reopen it, but we currently have no plans to work on this.
