Bug 365799 raises that there is a difference between how PDE/Build computes the set of features and bundles that are included in a build vs the set included in a p2-based installation.  This difference should be documented.

@Brian: Is this still relevant for you? IMHO we are all moving to Tycho, so I personally would set this bug to WON'T FIX.
