Overview Description:
Javadoc hover help does not work in locale ja_HP.PCK (PC Kanji) on Sun Solaris.

Steps to Reproduce:
1) Start Eclipse on Solaris in the Japanese locale ja_JP.PCK.
2) Open any Java source file in the Editor view (e.g., VectorTest.java from
junit.samples package).                          
3) Place the edit cursor on a line containing a keyword (e.g., "VectorTest" on
the line "public class VectorTest ...") and hover over the keyword.

Actual Results:
Nothing happens.

Expected Results:
Javadoc help appears in a yellow popup.

Is this still an issue? If so, anything in .log? Does the class compile?
