Add enablement criteria to content assist categories such that (for instance) JAXB content assist is not invoked for non-JAXB projects.

fix is dependent on actual implementation, but this particular patch matches proposed patch on jdt ui bug

Forgot to mark this closed.  This was fixed for M6.
