In some cases a plugin might want to inject a license approval in the workflow of installing it. I think this is another example similar to the requirement to allow some plugin configuration in the workflow but wanted to call this one out in particular as we know it's coming.

A plugin can expose a license link and when a service call is made it can throw an error that will force a user to visit the license link if they intend to continue with the service call. This workflow is identical to the auth workflow.
