All tests pass when ran locally on Windows.

Forgot to pull, they fail on Windows as well. This is caused by bug 336560 and the change in org.eclipse.orion.server.git.GitFileDecorator.initGitRepository(HttpServletRequest, IPath, JSONObject) where a value for ServerConstants.CONFIG_FILE_DEFAULT_SCM can be null but we still try to make it lower case. The default should be "".
