Reproducible with Controls Demo -> List tab for example. Check V_SCROLL checkbox. Move the mouse over the vertical scrollbar thumb and try to scroll with mouse wheel. If the mouse is over the "empty" scrollbar space, scrolling succeed. Reproducible in all browsers.
