Build 2.1 RC2

This is a known restriction which has to be documented in the README.
Note/Hint: The corresponding operations work from the Navigator.

After 2.1 we should improve this by asking the user if he wants to perform the
"normal" operation instead of the refactoring.

Nothing JDT/UI can do here without getting bug 49588 fixed which core 
postponed > 3.0

Of course the JDT/Core bug is 31456

For 3.0 we still have to disable the actions since JDT/Core didn't fix 31456 
and JDT/UI can't work around the problem.

Lowering priority to P3.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
