Complier option configuration is required to set encoding option. Others have 
the
function to set the option.

	we should be more flexible with regard to encoding for 2.0.
	would it make sense to have an encoding setting per project?

	If options become per project, then yes. I am more concerned about all 
produced source (JDOM).

Closing. The encoding can be specified to the batch compiler explicitly.
The java builder will use the workspace encoding.

May evolve towards per project setting, but the functionality is here already.
