There is about 5% regression on linux machines and around 10% on windows machines. It seems to have started since November.

This is caused by the fix to BinaryTypeBinding for the bug 186565. Extra handling of type parameters for 1.4 projects is causing the performance regression. There doesn't seem to be anything that can be done.

As, Extra handling for the type parameters is necessary for correctness, we have to live with it and hence I put a comment in the test.
