Plugin manifest editor -> "Dependencies" page -> click "Add..."
In the dialog that opens, the list of available plugins is so big that the 
Finish and Cancel buttons are outside the visible desktop area, behind the 
Gnome Panel.

I don't know whether this happens because of PDE or UI or SWT or GTK or 
Metacity.  Whoever answers the question, "what's the maximum allowed height 
for this shell", appears to think the answer is "height of the display".
