No welcome page metion the PDE wizard

The PDE Welcome mentions PDE Project Wizard.

Entirely correct. This is the problem with change stale script. What you needed 
to do is open the 'Welcome...' dialog from 'Help', select PDE welcome page and 
launch the 'plug-in project' wizard from it. 

Fixed the script.
