Director application.
From a quick code inspecting while confirming the behaviour of bug #325667, it looks like if no repository is being specified on the command line, then no repository would be consulted since the provisioning context created in the performProvisioningActions() method would have two empty arrays as URL.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
