The method parameter hover help covers up the line above the one I am working
on.  It would be nice to set where the hover appears (above/below/beside), since
the previous line often contains information that I want to look at while
filling in the parameters.

Probably doable for the parameter hover since it is only one line. The general
hover info location is computed based on cursor position and available space.
