This is with reference to the following guideline in 
http://www-03.ibm.com/able/guidelines/web/webstructure.html

> Use the <strong> element to provide visual emphasis.

> Rather than using bold, use the strong element as shown 
> in the next example so the importance of the warning 
> is available to all users.

The JSF tutorial and site have a fair amount of <b> tags which would seem to violate this guideline.
