The start page of JSF documentation contains only an image with the title "JavaServer Faces Tooling Developer Guide" but no other content.

Reproducible: Always

Steps to Reproduce:
1. In Eclipse, click Help > Help Contents > "JavaServer Faces Tooling Developer Guide"

Notes:
For the majority of user guides on the left sidebar, clicking on them takes the user to a page which has a table of contents for the help topics.
