ResizableCompartmentFigure should use positive coordinates option on free form layout when "fit contents" flag is on. This will ensure that scrollbars aren't shown even if figure have negative coordinate space layout constraint.

Cherie reviewed this patch. Was just waiting for a GEF build that has this fix. There is one now.
