Steps

1. Remove default target platform - message about needing active one appears: OK
2. hit Restore Defaults - message stays: MAYBE OK, I have not hit Apply yet
3. hit Apply - message stays: BUG

I have clearly set an active target platform, the message about needing one should be suppressed.

Fixed in HEAD.  See TargetPlatformPreferencePage.java
