In the Package Explorer, when the Top level Elements option is set to 'Working Sets'

When 'in' a working set (right-click on a working set and choose 'Go Into')

It is take a lot of clicks to switch to another working set. You have to go back up to view all the sets and then right-click, Go Into on the set you want to switch to

Perhaps it would be useful, when in a working set, to have a 'Switch working set' menu. This would either be accessed via a drop-down button (next to the 'Up to Working sets' one). Or perhaps in the 'View menu'

Reproducible: Always

Steps to Reproduce:
1. create a couple of working sets
2. set package explorer's 'Top level elements' to 'Working Sets'
3. right-click on a working set in the package explorer and select 'Go Into'
4. to switch to a different working set you have to click the 'Up to working sets' button and then go down into your working set
