HEAD with fix for bug 289752.

The Java editor should not switch to RTL on Ctrl+Right_Shift (and thus also block the ruler switching requested in bug 291949).

Note: The way I fixed bug 289752 the application can't stop Ctrl+Right_Shift.
I can change that if you need.

For now we blocked it for all textual editors (see bug 291949). I think if we once decide to correctly relayout all editor controls then we should also allow it for the Java editor. But for now this bug here is indeed fixed.
