hi the user documentation plugin is fairly large: 4.9MB or so.  It's right now
part of the main feature "org.eclipse.pde.feature".  Our adopter product
offers online doc viewing, so this content is not needed as part of the
install.  We allow users to choose not to install any doc.  However this plugin
would still be installed by being in the main feature.

We would like to ask for this plugin to be separated out into its own feature. 
It could be similar to what EMF has done to "org.eclipse.emf.doc", which is now
part of "org.eclipse.emf.doc.feature".
