Steps To Reproduce:
1. Add the zoom actions and combo box to the editor tool bar.
2. Use zoom factors 0.25, 0.5, 0.75 and 1.0, add also FIT_ALL, FIT_HEIGHT and FIT_WIDTH
3. Use mouse wheel in combo box to change the zoom level.
4. If you scroll to 100% and then scroll more then it does not stop at 100% but jumps to xx% which is the same as FIT_ALL. Next is FIT_HEIGHT.

More information:
I expected that it goes to 100% then then shows me not the percantage of FIT_ALL but shows me the word "page" like it does, when you open the combo box list and select the word "page".
