When using the Eclipse-RegisterBuddy concept it is always necessary to have a bundle dependency (Require Bundle) to the registered buddies, otherwise classloading will not work. It would be nice if there was some tooling support to indicate if that bundle dependency is missing (e.g. a warning). When having to use buddies, this is a common error.
This sounds like something the PDE manifest builder should take care of. Sending to PDE UI for comment.
