If this bundle used in JEE environment then javax.xml.bind v2.0.0 loaded by default. I manually added version="2.1" to Import-Package section - problem fixed.

I would increate the severity to critical. Due to that fact swordfish tooling is not able to run Java2WSDL tool within Eclipse.
