1) empty workspace
2) switch to Java perspectiv
->the J9 launcher plugin is activated

fixed > 20021202: JavadocLocations are now loaded on demand.

Note that the launchers will be loaded very soon anyways.
Currently when the preferences are initialized.

At latest when a JRE container/variable is used
