Steps To Reproduce:
1) Create a Web project with the JavaServer Faces configuration. 
2) Open faces-config.xml and switch to the Component tab
3) Expand Components and click Add to add a component
4) Focus to the Remove button
5) Hit Tab. Focus will move to the Converters section

It would be more helpful for keyboard-only users if focus moved to the General section (this would allow users to configure the component with fewer keystrokes and would also make it more obvious that the sections on the right have appeared on the screen).
