steps:
1) create a connection of a given system type
2) install new plugins with new subsystem configurations for the given system type
3) restart eclipse

The existing connection does not contain the new subsystems.  We should be adding the missing subsystems after-the-fact in this case.

We are still on RSE 3.0.3 and can't move to RSE 3.1 yet. Can you please back port this fix to 3.0.3? Thanks a lot.

I've created bug 282025 for the backport.
