Steps To Reproduce:
1. Open Rational Requirments Composer and resize to a small screen
2. Open a sketch in the sketch editor
3. Open the palette and a drawer with many items in it
4. Note the scroll bars


More information:
After running a usability test on Rational Requirements Composer most people missed the scroll bars within a palette section.

Additionally, the drop down arrow on sub-drawers/stacks often got missed as well

Note that you are raising a Bugzilla at Eclipse.org and we do not understand
what a "Rational Requirement Composer RCP" is :-).
